14.40.145 Parking of Recreational Vehicles.

A. No person shall park a recreational vehicle on any public street or public property between the hours of 10:00 p.m. and 6:00 a.m. without the vehicle displaying a validly issued permit pursuant to Section 14.40.150 of this Code. “Recreational vehicle” means any trailer, camper trailer, boat and trailer, cab-over camper/truck camper, motor home, or similar vehicle. Also, vans or van conversion being used for habitation purposes or camping purposes shall be subject to provisions of this chapter.

B. Any recreational vehicle in violation of this section may be removed and impounded in areas posted as designated by City Council resolution.

14.40.010 Parking for 72 or More Consecutive Hours Prohibited—Removal of Vehicle.

A. No person who owns or has possession, custody or control of any vehicle shall allow such vehicle to remain stopped, standing or parked in one location upon any street, alley, highway or public parking lot for a period of time exceeding 72 consecutive hours.

B. Any law enforcement officer of the City may remove any vehicle parked in violation of subsection A of this section in accordance with the provisions of the Vehicle Code of California.

C. Moving a vehicle for a distance of less than 200 feet from its original parking position shall not constitute a change of parking location for purposes of enforcing this section. (Ord. 95-01)

14.40.150 Permit Process for Overnight Parking of Recreational Vehicles—Residents.

A. The City Clerk or designee shall issue a permit on an annual basis for overnight parking of a recreational vehicle to any resident of the City for 48-hour nonconsecutive time periods to allow for preparing the vehicle for travel and for unloading upon return if the vehicle will not create a safety hazard and meets the requirements stated in subsection B of this section. The permit shall indicate the address of the resident and shall state: “OVERNIGHT RECREATIONAL VEHICLE PARKING PERMIT.”

B. Requirements for issuance of a recreational vehicle parking permit by residents:

1. Proof the vehicle is stored in an off-site storage facility.

2. The vehicle shall be parked in front of the permittee’s property if possible or immediately adjacent to it if not possible.

3. The vehicle shall not be used for overnight camping, lodging, sleeping, residing in or accommodation purposes. (Ord. 2005-05)
